103.3 FM / Grass Valley

I'm curious about 103.3 FM in Glass Valley (KBAA licensed to Bustos Media) and Translator 970814MR, also at 103.3 FM, also in Grass Valley (licensed to George Flinn).

What gives? How can the FCC grant a translator in such a small town where there is already a station licensed to that frequency?

970814MR is NOT A LICENSED translator. It's one of many DISMISSED competing APPLICANTS to the 103.3 Class A frequency that was finally granted to a previous owner of KBAA. The winner of the original license sold the CP to Salem who operated it for a while before trading the station along with then KSFS Jackson for the 103.9 in Lincoln that Bustos had just purchased from First Broadcasting.
