103.9 and 105.9 in Lexington

Does anyone else think that it was unnecessary for E.M.F. to put a translator for WKVO 89.9 FM on 105.9 here in Lexington? The signal from Georgetown reaches all of the Lexington metro area just fine. However, putting a translator for WVRB / WLAI in Lexington on 103.9 FM was fine as neither WVRB 95.3 nor WLAI 107.1 can make it to the north of the metro area anyway...so where the transmitter for 103.9 is according to the FCC puts a pretty good signal north and east of downtown.
