103.9/Laporte eventually moving to Scranton?

103.9/Laporte has applied to change city of license to Dushore. Is this the first of many steps that will eventually put Gem 104 on a class A 103.9 in (or, more likely, north/northeast of) Scranton, with the Family Radio translator on 103.9 moving to another frequency?

WAEB-FM, 104.1 Allentown (whose 54 dBu contour touches Wilkes-Barre City) would certainly prohibit this.
 
Obviously, I used the unscientific method of comparing a potential 103.9/WAEB spacing to the current WQFN/WODE spacing, which isn't right since the maps show 104.1 getting a much better signal into Wilkes-Barre than 99.9, even though I don't believe I've EVER received B104 anywhere north of Hazleton :)
 
With the FCC its all about the computer calculated coverage....which is often unrelated to actual coverage in mountainous areas especially. WAEB-FM's antenna is located in Slatington not that far from the Lehigh Tunnel, this is the northernmost of the Allentown, B, E B's. WAEB-FM is close spaced to the 103.9 Class A in Jenkintown which is at the Philly antenna farm.
