1030 in Phoenix

I was pulling in a very good signal on 1030 driving around Phoenix AZ this evening, and can't seem to find any stations that would have been coming in. It was not anything here, and since it was in English, I'm ruling 1030 in Tucson out. Does anyone know about the new 1030 licensed to Folsom, CA? Is it up yet?

KTWO Casper, WY would be my guess. It's a regular here in Central CA
