104.3 Lewes

Can anyone tell me if 104.3 (w282au) in Lewes, De is back on? According to FCC records World Radio Link put it back on last week. What is the format?
 
I Googled World Radio Link and it is a radio engineering firm from Minn. So maybe someone is trying to start a station or translator in Lewes and hired this engineering firm. Radio Locator shows nothing for 104.3 in Lewes. So maybe someone from down state will tune in to hear if anything is there and let us all know.

There are two other World Radio networks, one religious and the other, I believe, was a business info network, like Bloomberg Radio.
 
World Radio Link is an engineering consulting firm. They don't provide programming.

World Radio Network (WRN) provides network feeds of programs from various International broadcasters and in various languages, targeted to different regions. Many public radio stations pick up the English-language North American feed during the overnight period (WVUD is listed as one of those stations). It's also available online and via cable systems.
 
I've forgotten to post this the last couple nights, but 104.3 is just static here in Rehoboth (Midway area, technically almost Lewes).
 
The tower they are licensed to be on is in Rehoboth. World Radio link reported to the FCC that it was back on air after almost one year dark. I was in that area last week and it was not on.
