104.7 the Oasis operator ordered by the FCC to go off the air

Simple: "The Oasis" interfered with WIOT *within WIOT's protected contour", which includes the same southern Detroit suburbs that Clear Channel dutifully passed along complaints from.

Mr. Martz had to get off 104.7, period. Those are the rules.

They imagineered an allocation.
 
Some Toledo full B's go north farther than others.

As it happens, WIOT's coverage is pretty good to the north, and as noted, it does well in southern suburbs of Detroit that are still in the Detroit market.

It may have "looked good on paper(/screen)" to the FCC to let it come on, but reality apparently proved somewhat different.
