104.9 has a buyer!

Popularity has nothing to do with it. Who cares if anyone is listening? The point is a station like that could grab a ton of lobbying dollars based solely on its format and specific target.
Lobbying dollars? In Olympia Washington?? Most Washington Senator's don't actually live in Olympia, so unlike their primary homes in Maryland, Virgina and D.C., no lobbyists would be interested in trying to reach them there, let alone with radio.

They could live off of that alone. Businesses bidding on government contracts, unions and trade groups, pharma companies, tech companies etc. They all want something from the people in Olympia and that would be an easy sell to those folks. Ask Hubbard if they are programming FNR in hopes of reaching the masses or if they understand that it's a source of revenue that radio typically doesn't see normally.

Take it from someone who has homes and works in both areas: Washington D.C., Maryland, and Virginia where the nation's movers and shakers live, bear absolutely no resemblance to Olympia, Tacoma, or Seattle. That, and FNN covers two states and the District. This station covers Olympia, even then, maybe downhill with a tail wind.

....Focus the station completely on Olympia ....

Please look at the signal footprint KTDD. You can find the map at Radio-Locator.com, FCCdata.org, fcc.gov, etc. The salient fact is that KTDD's protected contour ends at the Olympia's city limits. The station also the misses Centralia area. To upgrade the former Class A to a Class C3 the original owners had to install a directional antenna with a deep null to Olympia-Tumwater (1/10th the power). If KTDD were non-directional that contour would extend out to Evergreen State College. The potential audience remains good .. but not as great if the station were non-directional.

Here are some population counts using FCC's models:
Non-directional (60 dB protected) 1,171,572
Non-directional (70 dB City Grade) 299,674
As-built (60db protected) 952,107 (-19%)
As-built (70db City Grade) 233,407 (-22%)
