The Boston area radio market is fully saturated. Using good engineering practices and principles there isn't a vacant spot on the FM dial.
If someone wants to do legit Part 15 broadcasting and not interfere with an existing station, have at it, I'm in favor of it.
But when someone throws up a radio station that interferes with public safety, and tramples on the rights of others, I tend to object.
If and when Internet based car audio ever comes to be, and at some point it will, everyone can be on the radio.
As a pilot, and holder of a First Class FCC ticket, I don't want to be the guy who has the name victim in front of his name because some unlicensed station screwed up my communications with the tower.

Maybe you should move to Manchester if you want to listen to Manchester radio, or try their streams? I don't see why a pirate in Boston should care what Manchester broadcasters are doing. They aren't his broadcast neighbors. As long as they aren't stepping on existing local signals - there is no harm being done.
