As long as the new Canadian doesn't cause interference in WWWM's service area in and around Toledo there's no problem. The FCC and CRTC have agreed to allow interference to their own stations on the opposite country's soil. So the Windsor fringe listener to the Toledo station is SOL. Similarly, CBC Radio 2 listeners in Ohio are out of luck because of new allocations which interferes with the CBC on US soil. Someone had proposed putting a translator on 93.9 that would have interfered with CIDR in Detroit...which though dumb, as the translator would be blown away by CIDR, as long as it did not interfere with CIDR on Canadian soil, there's no problem. The CBC/SRC demands full coverage of its French network even if thyere are no French dominant residents.
