I know the radio-locator maps for these translators sometimes leave much to be desired, but looking at the map they have of 106.1, relaying 99X wouldn't do a whole lot of good. The cities that 99X doesn't reach at ALL - Euclid, Mayfield Heights, all of Lake County - are either outside the range of this 106.1, or are in the fringe reception zone (which is as good as nonexistent when you're running 13 watts).
I'll try listening to their signal around town, though, now that 106.1 isn't poorly trying to rebroadcast a station from 65 miles away over a crummy FM antenna setup with a format I don't care about. With someone who knows what they're doing at the controls, I'd be interested to see what they get out of that 13 watts.
My guess (and hope) is that they flip it to an Urban feed. I was in Philly a few weeks ago and was surprised how good CC's WDAS sounded. Along the lines of WZAK. Although they'd probably go a more modern route with 106.1 if I had to guess.
