There are several low power FM applications (including at least one for Hillsborough County Government) in the Tampa area. If any of these licenses are granted, you'll probably not hear WJQB at all. I was still in Florida after the upgrade and with a good Alpine car radio, I could hear 106.3 to downtown Tampa (106.5, which I could also hear in Lutz, was starting to dominate by then). The only way WJQB could further upgrade is if there's an open frequency that would allow their still serving Berverly Hills or, changing the city of license. I think both are unlikely.
I have listened to them online, I don't mind the music, but the Scott Shannon liners get old after awhile. I think, toe-to-toe, 107.9 WSRZ is the better station and so the question is whether they can upgrade or would want to upgrade, to push a little more of their signal into Tampa-St. Pete.
