106.7 KPPV CP for 106.9 FM

I just stumbled across an interesting item. It seems 106.7 KPPV is adding another translator or it might be totally
moving from the dial location it has occupied for 20+ years. The construction permit is dated January 15, 2021...

I made a phone call to the station and the gentleman said he was unaware of any big changes like this.
It would seem there's not a large physical distance moving but a power increase from 3700 to 4 kilowatts.
This wouldn't be much difference in the 106.9 signal coverage from 106.7, according to the maps. There's already a KPPV translator for the Verde Valley at 105.3 MHz.
Any ideas?

KPPV is being forced to move to 106.9 with no facility changes as part of an Entravision application to move 107.1 KVVA to South Mountain by shifting 106.9 KDVA Buckeye to 106.7. The two companies have been fighting back and forth in FCC petitions as KPPV believes that Entravision will not properly compensate them for them move, which they are legally required to do. KPPV requests the FCC force Entravision to place the money in escrow before they begin their expenditures.
