I picked this station up a couple of weeks ago and heard it again today playing 70's disco music. The DJ was obviously live, talking up the intros, colliding with vocals, & breaking into the songs talking back to the singers. I think he may have been speaking Haitian as well as English. I googled it & found the FCC issued a notice of unlicensed operation for this frequency to Emmanuel Noel of Providence. He has 10 days to respond showing he has authorization to broadcast & has to stop broadcasting immediately. Guess it didn't work.
 
Emmanuel Noel used to be on WALE until it was sold. I remember a Haitian show on WARL after that but don't remember if it was him. There was also another Haitian show hosted by Franz Debras. Don't know if he had Radio Unite which was also on 990.
