107.9 bidders ID'd for auction 106

For Sacramento listeners the following proposal was thankfully dismissed, uncovered while I was thumbing through some Bustos' station filings , specifically for KZSZ which is the company's recent Chico-area acquisition. I am sure the end-game was an upgrade to B1 or B for KZSZ at the Robbins site to rimshot into Sacramento, thus avoiding the FCC 106 auction battle and subsequent fees.

"BPH20190808ABF" <Application Search Results> proposal states "KZSZ(FM) PROPOSES TO RELOCATE TO ROBBINS, CA, WHICH IS IN SUTTER COUNTY, CALIFORNIA." For the allocation furthermore "A PETITION FOR RULEMAKING IS BEING FILED AS SOON AFTER THE FILING OF THIS APPLICATION AS POSSIBLE TO DELETE CHANNEL 298A FROM COLUSA, CA AND ALSO CHANNEL 300B FROM SACRAMENTO, CALIFORNIA, AND ADD CHANNEL 300A AT ROBBINS, CALIFORNIA"

The Spanish word for "chutzpah" is "osadía", very appropriate here.
 
Interesting omissions are most of the city-frequency pairs found in this document which releases frequencies from cancelled CPs, licencses, etc back to the FCC's FM Table of Allotments:

Only King City, California (275A : ex- Hispanic Target Media CP ) made it into the Auction 109 list. The other California ones (from the Zawila hearings) are seemingly absent:

Avenal, California 269A
Coalinga, California 261B
Dos Palos, California 240A
Firebaugh, California 234A
Ford City, California 271A
Lindsay, California 277B1

What's going on here?
 
I think 98 rock could use some competition. I stream KBRE Merced and I think they have a harder edge. Perhaps that could work here.
If iHeart gets it I would imagine KFBK FM will move over to 107.9 to mirror what KCBS does in SF. Yes, I know they're on 93.1 today but that signal is crappy in the northeastern part of the area (Rocklin/Roseville) where a lot of the money is.
 
Apparently only one Auction 109 commenter noted that the "Zawila" frequencies did not make it into auction pool. The FCC punted and said the omission was for "administrative convenience."
 
I noticed the opening bid for 300B was reduced from $100k to $45k. Interesting as this was originally the highest opening bid amount in Auction 106.

It would be cool to see the future owner bring back the KXOA calls, regardless of format.

Since they moved KFBK from 92.5 makes me think they will keep on 93.1. Even though its a rimshot, 93.1's height gives it a larger coverage area than the valley floor sticks. Broadcasting in mono also makes good use of that facility.

I've wondered if iHeart could/would put a booster for 93.1 on the Quail Lane tower to fill-in the Roseville/Rocklin/Folsom areas that are shadowed by terrain? You could seriously go 500 or 1000 watts with enough juice to make 60+ dBu where needed without causing any problems to 93.7. They also have the EMF-leased 107.1 on the same tower...seems like a simple solution.

It does not have to use the exact same facilities. Any location that conforms with the proper spacing will work.

If the old location is owned by the previous licensee, anyone who gets the CP will likely try to avoid dealing with such a problematic and litigious character by going somewhere else.

The previous licensee of 107.9 was Entercom. I doubt Audacy would care if someone wanted to put it on one of its towers so long as the rent checks clear. Of course, that assumes it still owns its tower sites and/or that it wasn’t leasing that site in the first place.
 
I remember in the last auction, Capital Public Radio was disqualified because they did not check the box that said "commercial". Seems you have to propose it as commercial and then take it non-commercial afterwards the way EMF does. Now that this is a new auction will Cap Radio get another chance? The old 107.9 transmission site was on Cap Radio's 90.9 tower in Elverta, IIRC (wish Jammer Dave was still around to confirm that). It wasn't a full class B because the antenna was lower than 500 Ft HAAT, underneath the 90.9 antenna. If they were to get that frequency it would probably be a simple process for them to re-construct it (if it isn't still there).

Is the equipment from KDND still up on the tower?
Last time I drove by the 107.9 antenna was up there. Probably costs more to remove than it’s worth.

Entercom probably removed the equipment inside the transmitter building when they turned in the license.

The auction discloses 300B’s existing short spacing to KSAN limiting HAAT to 123m. I suppose they could move further east away from KSAN but still have KSRN King’s Beach to not interfere with. Probably easiest to stay at the KXJZ tower.

Let's look at some of these bidders:

Nelson Gomez- "La Favorita Broadcasting"- Very interesting history for their interpretation of FCC rules regarding legal IDs and the use of transaltors.

Entravision- This company gutted their Class B Country station KNTY at 101.9 ( months after Iheart dumped country on KBEB) and is now running an older skewing format that is used on thier AM stations in a few markets. The station cumes around- 25,000

What's further puzzling, is that they aren't even listening to their flagship property, KRCX La Tricolor since they ID themselves on the air as La Tricolor, 99.9 and 101.9. Even though they ended that simulcast over a year ago. It could be an outlying ID in rotation.

Salem- Why? I guess it's a cheap way to get a Class B FM and probably throw KFIA on it.

Bonneville- I see this is an opportunity to correct the situation created by Sue Wilson and her campaign to get KDND's license challenged.

iheart- Probably their way of getting Country back on a full signal considering the exit of KNTY.

If anyone other than Bonneville gets the signal, it should be Country. No reason KNCI should be riding high and making all that money by themselves. KNTY could have done much better if it stuck to the hits. The Spanish-language market is saturated here (look at their numbers!).

The only surprise to me is that Lotus isn't bidding.

In looking at other Sacramento broadcasters, it looks like Results Radio also submitted an application for the CP. They could benefit from not being a stand-alone. Anyone who has worked at a stand-alone in a large market has experienced the challenge of selling against clusters. I can't imagine it's very easy.
