1120 is back?

Tonight between 7 and 8pm, I heard Hispanic music on 1120 rock solid, not on skip. It was completely drowning out St. Louis until I exited hwy 169 NB to get on hwy 20 EB towards Claremore, when KMOX began to "interfere" a little.

I heard no ID of any kind, just songs like they were loaded on Winamp. I didn't not listen a full hour, so they could have cut in with a legal ID after I got out of the car.

They have a construction permit to operate in "critical hours," but nothing on file that would allow them to operate 24/7... and the last correspondence with the FCC on the FCC's website says they identified themselves as silent. (The FCC said they had to be back on the air by May 2013.)

Anybody know what's going on with 1120 in Green Country?
 
My girlfriend and I flipped the radio to 1120 last night hoping to hear the Mizzou game on KMOX, but we heard Spanish-language programming instead. It sounded like it was local or semi-local. I assume that was KEOR.
 
To clarify things a little, the application filed November 6th was for a license to cover the upgrade to 10kW day/7kW CH. Notice of consummation of the sale of KEOR from RAFTT to La Zeta was filed just over two weeks later. The actual transfer was contingent upon the station being granted program test authority, which it was, even though the FCC lists it as licensed and silent.
 
It's Eddy Vega out of Springfield. Thinks there is a bucked of money in Spanish Broadcasting in Tulsa....good luck with that.
