1140 in Conroe-dark?

While out doing some work in Shenandoah, I happened to scan past 1140. No one's at home, apparently. Is this normal for the facility?
 
I don't think anyone is ever there. You have to be brave to do so; but, I've driven down in there a time or two and no one was at the studio/transmitter building during the day. Carrier has been up all night on several occasions.
 
Meantime, 1140's sister station -- 1060-AM in Austin (same owner) -- is supposed to be a daytimer-only with not even critical-hours authority.

Yet it blares at full power late into the night with gospel music. This happens every night and has been going on for at least a year. Where the heck is the FCC?

That's interesting...another station got busted for running overpower at night, and the FCC was very quick to issue a fine. I seem to think that unless someone complains about it (ie, files a formal complaint) nothing happens. You know, all the local guys have to do is read this board from time to time..they can figure out real quick who's on, who's off, who's running all night with dead carrier, etc!
 
Martin apparently operates their stations in the same, consistent manner. 990 in Beaumont is the same.

So how the hell does he keep them going? They have to cost something to run, property taxes, if nothing else!
