That's all I've ever heard, too. I think this latest accumulation of a "portfolio" of stations is to just to sit on until HD Radio takes off. Far as I've read, 1190 and 1160 are already doing such an upgrade. It will make their properties more valuable later, and gives the impression that they're a "player" in the industry, now. There's no rush on anything now, given the very slow takeoff of HD, evidenced by them dragging their feet on this final power upgrade of 1160. If they were in their usual buy-and-flip mode, they'd have had everything in place when the move from 1150 to 1160 happened, and it'd already be in the hands of some foreign language interest!
