1230 AM in Terre Haute

I was just wondering and maybe someone out there may know the answer. Wasn't 1230 AM a much better signal than 1300? If desired couldn't Crossroads apply for 1230 with the intent to shut off 1300?? Would the FCC be willing to grant something like this if Crossroads agrees to pull the plug on 1300??? Or is this a lost cause??
 
All of the Rice stations are still in some kind of limbo over at the FCC as far as I can tell. I think I'd read they would be auctioned to the highest bidder in one of their regular allocation auctions at some point, but that was years ago.
