If the long-dark allocation for 550 in Frederickton could be moved to another frequency, WEEI's three towers in Needham might be adequate for a 550 station with more than the Pawtucket 550's 1 kW-D and 500W-N DA-N. 5 kW-U DA-2 might be possible, which would cover the Boston metro pretty well on that low frequency. If such a move proved technically feasible, I imagine that Barry Armstrong would be interested in applying. His WBNW is hemmed in by a variety of factors and I suspect that he would like to have a signal that covered the market if he could get one at the right price.
 
If the pattern was tight enough and had a null to the northeast, it should be possible to protect WGAN.

WGAN's day pattern has a shallow minimum (~750W equivalent) aimed almost directly at WEEI. Whether this would be enough to avoid prohibited overlap, I do not know. Needham's 0.25 mV/m contour would not be allowed to overlap WGAN's 0.5. If not, WGAN would suffer received overlap. To avoid received overlap on its end, Needham's 0.5 could not overlap WGAN's 0.25.
