1310 vs 1700

I live in Rockwall S. of I30 ///KTCK 1310 signal for me has been poor. Last night it was completly gone. I get better reception on 1700. Is something wrong or changing with their tower?

Last month during a bad thunderstorm, high winds brought down 3 of their 4 towers.
