A notice a week or so ago said they filed with the FCC for an STA to operate from a wire antenna hung from a building as they had lost their transmitter site lease.

So even if they're on, they're off :)

They are still broadcasting on their translator. My Question can you be on your translator if your AM is off air?

No. However, if they're broadcasting a weak signal from a wire antenna, it's possible they could still broadcast on their translator. I'm not sure if the translator requirements change when you're operating at lower power on an STA.
