1500 AM: what's the deal?

Anyone know if it will ever return? The call letters are there (KIEV) and it's officially listed as a "CP-Off Air." The application addressed overlap concerns with 1490 in Santa Barbara and KSPA 1510, along with co-channel spacing to XEDDD down in Baja. But there's also an application for a new station on 1500 in Venice still on the books from 2004 which is, of course, mutually exclusive with KIEV. So what's really going on here?
 
There is know XEDDD in baja, there is a XESDD 1030 though, although it would make a good idea to move 1030 to 1500, but not to get off topic.
 
KSPA is trying to upgrade their signal too if I'm not mistaken.

But regarding 1500, why does somebody feel we need another AM? The Band has been littered with stations over the years that don't cover didly squat with a signal and don't program didly squat either. With even the big News Talkers and Sports comptiplating a FM move, AM's need is increasingly questioned. Whomever is going to all this trouble is just another dumb owner that needs to retire from the biz.
