1500 KIEV GONE

Today the FCC denied Royce' appeal to reinstate the expired C.P. for 1500 KIEV Culver City. Royce has held the never constructed C.P. for 24 years ! This now paves the way for Saul Levine's app. for 1500 mx'd with Art Astor's app. to upgrade 1510 Ontario to 50kw. But it will be years before that is decided.
 
It's about time!!!

24 years to find a tower site?! Please! These guys diddled with one site (not counting the one listed on their original 1984 CP) and filed endless waivers until the FCC's patience just ran out.

There's a good lesson to be learned here.

Ed's had always expected everything to go his way because he has money.
24 years to find a site, enough is enough, but expect him to try more legal wrangling. He doesn't go down without a fight.

It's hard to believe that a diplex with some existing station could not be engineered. (1110 is the first one that comes to mind. Another station, 870, which used to have the KIEV calls, was going to do this at one time, but that plan is apparently dead. Before that, I think KFWB also proposed a diplex with 1110.) A possible problem is that the population residing within the 1V/m "blanketing" contour might well exceed 1% of the population that resides within the 25 mV/m contour. Although the FCC frequently waives that limitation in densely populated areas, Royce may have so angered the Commission that they might balk at any waivers.
 
This has been in the cards for years. I talked to Royce once about 8 or 9 years ago, and man, did he come across as one arrogant SOB. He told me back then that he expected to have 1500 on the air "...in about six months or so."

I guess "or so" had many meanings in this instance.

I wouldn't be surprised if he tried to sue.

Those of us in our 50s may never live long enough to hear 1500 actually on the air ever again.

As far as I remember Ed Stolz (Royce) also filed a new application at Culver City during the 2004 AM filing window. Therfore he may be still in the mix.

Based upon a 307b filing the Commission can choose between applicants. However if they serve mostly the same area and there is no first service for the city of license then it could go to auction.

During an auction the higest bidder wins. The FCC says buyer beware becasue even if the bidder pays a million dollars there is no garentee that they will be issued a construction permit.

We may see some decesion on this portion of the process in a few months.

Anyone know how many different applications were filed in the 2004 window on or near 1500 Khz. and around L.A.?

Getting a tower site, especially for a directional array in an are such as this is close to impossible. Beside land cost there are the NIMBYs to deal with. I remember that years ago 1500 as KROQ wanted to move to the Sunland / Tujunga area instead of the inefficient (due to poor ground conductivity) location that still remains on a Burbank mountaintop. http://www.fybush.com/sites/2006/site-060728.html

The people near the proposed site on the Tujunga Wash put up a fuss and the city council killed it and KROQ-AM died as well.
 
Hey, maybe Royce coulda done what Saul Levine did with 540 down in TJ and put their tower site on top of a supermarket.

The trick is finding, not just a supermarket, but a city council within L.A. County corrupt enough to go for something like that and move the COL to that city.

I understand the entire city council of Cudahy can be bought pretty cheaply.

I understand Levine is trying to apply for 1500.....Assuming he wins, couldn't he diplex off of 1260 (and therefore have the 'site' issue resolved)?? Alot of speculation on my part.

I, too, remember reading in a Billboard magazine ca. 1989-ish that the Royce 1500 would have been on the air "shortly" from that point, and, alas, nothing.
 
KIEV 1500 -- is gone, but maybe not dead. But 1500 now belongs to Cal-trans. The State DOT has two low powered stations operating on 1500. The most reported -- 1500 is in Long Beach -- on the Southbound 405 just before the Studebaker / 7th Street exist. It replaces a licensed station on 620 khz. Just a 50 foot pole and a small metal box - on the southside of the highway. Cal-trans is testing 1500 -- as a replacement for 6 other TIS low powered stations within the LA - OC area. KIEV maybe gone --- but the crap has just started to hit the airwaves on 1500.
 
Royce can file a PRC --everyday from now until 2099. The Califonia State DOT -- IS --- now using 1500 Khz for low powered TIS operations. Royce had over 20 years to build KIEV. Even if the FCC gave Royce another 3 years --- it would be the same ending. And Cal-trans would still be using 1500 until KIEV went "on the air". It IS what it IS.

Not CalTrans at 1500 in Long Beach. I was on my way to a meeting so I tuned 1500 at the 405/605 junction. No CalTrans TIS. Just the local pirate :)
 
The station broadcasting time signals is Cal-trans testing. It's NOT a pirate. Just your local Cal-trans transmitter -- that used to be on 620.
 
Seems that every time he files a petition the FCC has to go through the legal steps to deny it again, keeping the other 3 parties who are vying for a *NEW* 1500 CP tied up in paper work.

And by that time both Levine and Astor will be gone!
