1540 WNWR running on lower power

Seems, yet again, that WNWR is running on what seems to be either 1 or maybe 5kW. They usually run about 42-45db, or S9+20 at my home in Haddon Heights, NJ. However, today they are about a 30-33db, and it shows on my RTL SDR as well.

Saving electricity? Fixing their main TX, more than likely I guess, and must be running on some auxiliary TX.
