Yes. If my memory is correct on this, the station first signed with Streamaudio (remember them?) and later with WarpRadio. The problems with mom-and-pop operations paying stream licensing fees are only going to grow as those fees rise.
Which is why so many of them don’t stream. This is true for college radio as well.

The good thing about college radio is that because these stations are non-commercial, the RIAA has agreed to allow them to pay a lower fee per song per listener than their commercial counterparts. Also (and I don't know if this is still true), college stations *did* get some of the logging requirements relaxed for them during the first decade of the 2000s.
