Like the ESPN Radio outlets that Disney continues to own, they see the Radio Disney as a brand extension and they did not spin those O&O stations off to Citadel.
While they have always offered the network up for barter, it's a tough sell for anyone other than Disney to make any money as a Radio Disney affiliate. Disney doesn't care about spot sales - they'll make their money on Jonas Brothers merchandise and the other things they own that Radio Disney promotes.
Its other brand extension targets a saleable demo, which is why you see a lot more non-O&O ESPN Radio affiliates.
