Maybe looking to cash in on the land that 3 of the towers are on?

Of course, I don't know how much development would be done on a strip of land bordering a water treatment plant...

I don't believe they owned the site on McCormick Blvd where the 4 towers are (were) located. When they applied for an STA they stated that they lost the site as the reason they had to move. The STA granted was for 8.7 kW daytime/ 0.625 kW nighttime from the site they applied for this CP.
