1610 Khz Spanish station

I live in southwest Ohio.

Earlier this week while sunset skip DXing from my car I picked up a spanish station on 1610 for several minutes.

Would I be correct in thinking it could have been CHHA in Toronto, and if it was, are they operating with 10kw days?

CHHA is a regular here in Southern Indiana...it's a good bet that's what you heard.
 
As there are only 2 licensed stations on 1610 (not including the one in Baja California) CHHA is what you heard. the other station at 1610 is CJWI in Montreal which has programming for Montreal's large Haitian community, and is in creole/french.
 
On the X band where I am, all the frequencies except 1610 have some good signals at night. 1610 is completely empty except for a very faint signal that I first thought maybe was something but it turned out to be the Tampa airport info and parking.
