1620 AM - Part 15 or Pirate

I was waiting for someone at the Stop & Shop on Pine Street in Bristol (Forestville) and as usual I was playing with my car's radio. I picked up a Spanish station on 1620 AM. I was wondering if it was a Part 15 Station or a pirate. The only thing I didn't do was try and see how far this station's signal got out. As soon as the person came I took care of my business with them and went about my own business listening to one of the other stations I normally listen to.
 
There are a significant number of Rangemaster transmitters being set up (professionally) by a friend of mine for various church groups. This may well be one of them.
 
As far as I can tell, either 1620 or 1640 (or both) are associated with 105.3 FM and that operation is a definite pirate and can be heard from the location(s) just north or Newbrite Plaza in New Britain for more than a few miles (picked up the FM in Rocky Hill before).

Both AM stations drop off significantly when you leave the area, I also have reason to believe that each station is not at the same location but are all within a few blocks of each other.
