1640 Pirate trashing the dial?

There has been a pirate operation on 1640 khz in Spanish for a while in Hartford. Somoene told me that it is a part-15 licensee-free operation but given the range of their signal I don't think it could possibly be legal. In any case, the audio has been severely overmodulated for about a week now and they are splattering everything from WPOP up to Radio Disney. WMMW 1470 and WNEZ 1480 are particularly hard hit in the Hartford/Newington area because of their low signal strength. I don't speak Spanish, does anyone know if this station is related to Radio Avivamiento, owner of WSGG in Norfolk, CT.
 
Well you should try and find them and advise them to down thier audio down if they dont want problems!! (Sounds like they are causing a big mess)

It was told that the operator of that "part 15" station was none other then Hipolito Cuevas of WXCT/WNTY (990/1220) fame. This person told me he sold Hip a Part 15 transmitter but wasn't really sure if he was going to operate it legally or not

And NO, this station is in NO WAY related to WSGG/W209BK/Radio Avivmiento. Their LEGAL Part 15 is on 1620AM. By the way, there studios are on the corner of Park Street, #161 or #162 if i recall correctly. They are on the second floor of a record store, just a few blocks from 330 Main Street and the studios of WNEZ 1480 and Freedom Communications.

Someone should go there and advise them to turn thier audio way down before they get in HOT WATER!!
