Koreans do the same thing in Toronto Canada on Fairchild 1430 AM radio.
Korean communities also enjoy some english language music in a Korean Karoke bar.(heard someone sing careless whisper while passing by once...not bad.) Listen for "Ann young How say Yo!" or perhaps something closer to "Yobo say yo" or "Hobo say yo" or something like that when they go to the phone.
(or when coming back from ads, perhaps.)
If you can catch that, it means they are Korean for sure, and they're saying hello.
As for FCC regulation, or what ever, I guess their licence allows it.<P ID="signature">______________
