1700 in Rockland

How much day & night time power are they suppose to be on 1700 ? What station is suppose to move to 1700 in Rockland ?
 
Wasn't this one of those X-band frequency auctions? I don't think one was granted to Polenet or S&B or whoever else applied.

Would any person of reasonable sanity build a stand alone AM stick this day in age? I don't even think 10kw would get the signal over the mountain that is between Haverstraw, NY and the rest of the county.
 
This was a special case, not part of the expanded band window way back when. WRCR, via politicians, petitioned the FCC to create the allocation for Rockland County due to proximity to Indian Point. There is probably a rulemaking or something on the FCC website....
 
I believe it was WRCR (AM 1300 in Spring Valley). I think it's a decent move considering that 1300 is pretty crowded already with New Haven and Albany stations, and the closest 1700 is in Florida, so the signal should get out fine. I can occasionally get the 1690 in Maryland during the day if conditions are right.
