I'm not in the area so I can't hear it, but they do have an STA to operate at reduced power.

"LICENSEE HAS BEEN NOTIFIED OF RESIDENCE NEAR THE CP AND ORIGINAL LICENSED NIGHT TOWER SITE THAT ARE HAVING BLANKETING INTERFERENCE ISSUES WHEN OPERATIONS AT 1000 WATTS ARE CONDUCTED, DAY OR NIGHT.
LICENSEE WISHES TO OPERATE AT 1000 WATT LEVEL DAY ALSO WITH A ADEQUATE TIME TO ATTEMPT REASONABLE RESOLUTION OF BLANKETING INTERFERENCE WITHIN THE 1 V/M CONTOUR AS REQUIRED BY THE CP AND SECTION 73.88 OF THE COMMISSION RULES. THIS TEST PERIOD IS NEED BEFORE ANY ATTEPT TO OPERATE AT THE LICENSED DAYTIME LEVEL OF 10 KW."

Never mind the grammatical mistakes all over that STA... Is it on at low power then, or can you hear it at all?
