1998 Pirate TV Station or (Almost Certainly) a Hoax?

Very odd video that I stumbled onto on YouTube:

Allegedly, this is a sign-off clip from a "weak TV station" that someone caught in Otis, Oregon. And someone else commented on the video, stating that it was his (hobby/pirate) station that he operated for two months in 1998.

I'm 99 and 99/100% certain this is a hose, for a variety of reasons. Maybe this could be a lesson in "how NOT to perpetrate a YouTube hoax." (At least not one that TV geeks like us will believe...)

-- The poster says it was a "weak TV station" when there is nothing weak about the signal -- in fact, it doesn't look like OTA reception at all...more like something someone slapped together in Windows Media Maker. Each video source looks different in quality (although, true, it could have been different quality sources going through a cheap or home-built switcher -- the anthem looks like it came from a bad tape). The bastardized color bars at the end look totally fake.

-- Why does a guy running a TV station in Oregon have the Columbus (Ohio) Symphony Orchestra doing the National Anthem?

-- The sign-off claims 250 watts visual power, which would be well beyond the capability of a hobby/pirate station, I would think.

-- The guy who claims it was his station doesn't seem to be too well versed in TV technology, claiming it was put together with "old cb's vcr'd linear amps and a tv antenna." What the hell do "old cb's" have to do with a TV station?

-- Finally, the guy who posted it never uploaded any other videos. Why would he only upload this one weird clip and then disappear?

Basically, I think what we have here is one guy using two screen names, who slapped together a haphazard approximation of a TV station sign-off, uploaded it, then signed back in under another screen name to comment on it. What I can't fathom is what he was trying to do -- what's the payoff? Was he hoping to catch geeks like us and make us believe it was legitimate? Was he just wanting to see what sort of feedback/comments he got? (It's gotten almost 600 views, so I'm sure I can't be the first one to accidentally stumble onto the clip.....yet just the one comment.) I've seen other "pastiches" where people "recreate" or assemble fictitious sign-offs and promos (TV geeks with even more time on their hands than us, obviously), but they are usually labeled as such (recreations or vanity projects).

Anyway, it's a weird little cul-de-sac on Highway YouTube that I thought y'all might find good for a chuckle. And I sincerely hope it wasn't posted on YT by anyone on this board. I think any of us could have done a more convincing job.... ;)
