21 KQVT/Houston changes programming

Noticed this new station on channel 21-1. It is UTN, or the Urban Television Network. Seems to be a mix of hip hop and R&B videos, old episodes of "A Different World", and a movie. This week's movie offering is "Pain". Also to note, 21 has added a .5 and a .6 which are both showing color bars now, and finally 21.3 has lost the "Promiseland Television Network", no new programming has appeared.
 
Been like this for sometime, 21.4 shows old reruns of the following:

Andy Griffith
Bonzana
Lucy show
Beverly Hillbillies
Ozzie & Harriet

along with old movies, and I do mean old.

Picture quality is pretty horrid!
 
Is 21.2 still Familia TV? Can't get a lock on the station with my simple OTA setup.

With six subchannels the PQ will suffer, even is everything is SD. Wonder when stations will try the H.264 compression format, which is authorized, but apparently not being used yet by anyone in the U.S. (although some Mexican stations have been seen using the standard.)

Six subchannels looks modest compared to KAXT-CA in San Francisco/San Jose, which is listed by RabbitEars.info as having twelve subchannels along with three audio only streams. Wonder how the PQ looks on that !?!

While on the subject of digital LPTV, anyone seeing KDHU on RF 7 or KBPX on RF 46 ?
 
Picture quality seems to be the quality of the movie, don't you think?

Does the bandwidth have to be spread evenly between all subchannels or can one be manipulated differently than another?

My understanding is the bandwidth can be manipulated, so if you had a weather channel with mostly still images or slowly updating radar, you could give it much less bandwidth than the other channels. (And audio-only channels need much less bandwidth than video.) So six subchannels may or may not be a stretch, depending on the specific content.

.1 seems to be less religious to me and I see Promiseland is still on .3
 
So to summarize:

  • 21.1 UTN
  • 21.2 Familia TV?
  • 21.3 Promiseland (off the air for a while but back now)
  • 21.4 reruns & old movies (a la Hot TV in DFW)
  • 21.5/6 color bars (bandwidth probably dialed way down for now)

I don't live in the area; this is just gathered from the discussion above.
 
Based on the list of programs, I suspect 21-4 is airing My Family TV, but unless I missed it, I don't see the station listed as an affiliate on the My Family TV website.

According of what I see..

-21.1 Urban Network
-21.2 is FAMILIA TV and not My Family
-21.3 Promiseland ( back now)
-21.4 reruns & old movies
-21.5/6 color bars (bandwidth probably dialed way down for now)
 
21.5 started showing infomercials in Spanish today.

And 21.4 is not running MyFamilyTV.
 
Hmmm - comment from another forum

The "Urban Network" was on on 27.1 In Beaumont this morning at 4:45 AM... PQ looked really, really good!
