As the article is clear on, no location is given. I found it interesting, that's all.

As someone pointed out on another board: A medium market that isn't measured by Arbitron? First of all, where is such a place. Second of all, who cares? Methinks old Mark is making this up.
 
It is possible. Several groups have done away with Arbitron in small/medium markets, so if they don't have any customers in a given market, they may not bother to run a survey there, or not publish it to anyone.
 
Sounds a lot like WLNG Sag Harbor, NY, during the day, but that's an oldies station, and the ads are interspersed with community announcements. Not much music gets played.
