3TV is running 15 seconds behind AZ News Channel.

As most of us know, KTVK (3-TV) replays their news broadcasts on what is called the Arizona News Channel. For me in Glendale with service from Cox, AZ News Channel is on channel 82.

Tonight I happened to be flipping through the channels and hit 82 and saw the tail end of a tease for the next segment. I returned to channel 3 and caught the entire tease. So it appeared that what was on the air on 82 was ahead of channel 3. So I put a stopwatch on it and 82 is about 15 seconds ahead of 3.

If anything, I would expect 82 to be running behind 3.

Why? Since both feeds are obviously automated it doesn't matter, and isn't a requirement, that one could not proceed the other. They could be on completely different stories at the same time and it still wouldn't matter since it is not a simulcast.
