This is a somewhat different thing from the FLO idea; the wireless industry isn't asking to use channel 51*, they want it to be a guard band between their services and relatively high-powered TV stations.

It is disturbing that this freeze was adopted so quickly and without public comment.

Instead of "voluntary", how about "market-forced", ie, that there are too many broadcast OTA stations even now, and some of them can be expected to go bye-bye soon. I know it's just been sold, but here in Boston, WMFP-TV 18, and I think it identifies itself as channel 18 unlike many other outlets that have moved to new channels (WMFP-TV analog was on channel 62) probably has literally only a handful of viewers if that at certain times.

Roger that. It seems you can get whatever you want from this administration if you
play ball with them (as in low-cost broadband service for low income areas, etc.)
