60-3 in San Antonio?

I noticed Telemundo San Antonio has a new digital channel up.
60-3 is just a black screen but on my TV the ID says Spanish, Dolby Digital.
Anyone know what's coming up?

BTW-- It's interesting that they would skip a subchannel. 60-1 is the main program and 60-3 is the new channel. There is no 60-2.
 
The Country Network here in Houston, shows up on 46.3 and then 46.1 on my Sony. I say -shows up- because one day I'll tune it in and it isn't on 46.1, it's on 46.3. I'll add that in my favorites and the next week 46.3 won't be there but it's 46.1.

It's the only one that has this behavior.

What could be causing that?
