Format fits according to the station's website:

6pm - 11pm An Evening with AM 1060 - Featuring Michelle and the Best of the 50s, 60s, 70s & 80s

Compare with the station's live stream here:

I'll let someone else comment on the power level.

KYW Phili is ruling 1060 right now at my location

Same here strong KYW in Northern Illinois.

I have a suspicion that, unless 1060 was somehow a quiet frequency at the time, that 4 watts is not going to come through too well even at your distance from TN. It's more like they were accidentally or purposefully at daytime, PSRA or PSSA power of as much as 115 watts or as little as 4 watts, or one of the higher power levels of 5, 10, 55 and 77 watts in between.

PSRA: http://svartifoss2.fcc.gov/prod/cdbs/forms/prod/getimportletter_exh.cgi?import_letter_id=4909
PSSA: http://svartifoss2.fcc.gov/prod/cdbs/forms/prod/getimportletter_exh.cgi?import_letter_id=2751

KYW has not been that reliable of a signal in recent years, not sure what's up with that, they used to be the stronger of the 3 blowtorches from PA (the other 2 being WPHT 1210 and KDKA 1020) At least WPHT and KDKA have less interference though their signals are weaker. In KYW's case, however, there are more 24/7 stations sharing the 1060 frequency.
