I'm not sure, but I think I remember the rules require a main studio presence within the following, and Tampa is too far away. The St. Pete Location is just across the Skyway and probably just squeeks in legally:
The rules say you have to maintain a main studio, full time staff, and a
person with substantial administrative presence within the:
1. City of license, or
2. The 60 dbu contour, or
3. Within 25 mile radius of the city of license.
The public file must be up to date and available for inspection by the
public at the main studio location during business hours. There must be a
telephone number which can be reach by anyone in the city of license without
incurring long distance charges, (It does not have to ring at the main
studio, it just has to be free to any one in the city of license.)
The full time staff can be one employee and a part-timer.
The substantial administrative presents means someone in management that
actually has some say so over day to day operations and programming of the
station.
The studio must be capable of originating broadcasts...it doesn't have to
unless an inspector wants to see...but it must be capable over-riding
programming provided by any other source and going on the air.
