87.7 FM Hudson Valley Station

NYC has the TV FM station on 87.7, why can't there be a Hudson Valley station on 87.7 FM? In Chicago there's MeTV Easy Soft Hits station on 87.7 FM.
 
They are actually low-power Channel 6 analog stations acting as FM stations.. commonly called franken FM. They'll be going away once all low power stations have to go digital.. right now they use a loophole in the rules to operate as an FM station.. though licensed as a TV station
