87.7 FM in DC

Last week I noticed a station on 87.7 broadcasting Spanish programming. It was fully modulated like Pulse87 in New York. Also, it seemed like it was not exactly at 87.7, but closer to 87.75. There was a big tropo opening at that time, and I could get other FM stations from Richmond and Norfolk and Wilmington at the same time I heard 87.7. What could it be, a pirate station or a TV station acting like an FM?
 
If you received anything from Richmond on 87.7, it would have been the audio of CBS affiliate WTVR, channel 6, though this wouldn't have likely been at full modulation or in Spanish. Next nearest full power channel 6 is Philadelphia's ABC O&O WPVI.
