Clay mentions it and I have heard it along 599. One day with a rousing, Fidel style speech in Spanish and another day with Spanish music and commentary.

Why such a lousy frequency? Is it the "hide in plain sight" theory or are they using a transmitter with a fixed frequency? Maybe they get out they way they want and feel that they are probably not interfering with KPLU on 88.5 since the KPLU signal is so strong here.
