It's an interesting ploy, but one that usually doesn't work. I have to say, usually, since the media bureau has been known to go on tangents occasionally. The FCC has a strong policy of letting CP's die...
What will most likely happen, is that the CP, if un-built, will go away...the person/group that currently has it will lose any claims, monies, rights, etc that the holder currently has, and the normal process is for everybody to start over, so even if they sold it for 500, they get something. If I recall, there were others who applied, one being the network neighborhood, that now has WCRS, half time.
If someone bought the CP, they would most likely have to get something on the air, but there is something to be said if the commission would transfer the permit, and allow them time to build...however unlikely that, that might happen. One could argue that if a transfer was allowed, etc, that would take it past the expiration date, so a new one, although shorter, could be set?
of course, that assumes that no one else argues/applies for the frequency, as if the cp is killed, but the allocation is not dropped, the process starts again.
