The above link from a previous post on this thread should still work..giving the 60 dbu contour of 103.9

Additionally the FCC has approved an extension of the STA for WSMR operating while necessary at the lower height and power (33,000 watts ERP) while the interference problems with the USCG Rescue 21 are still being addressed. (although yesterday and today during the day, there were times when the power was much lower (5,000 watts?) while additional tweaking was being done. I had a report from south Tampa that the only thing receivable yesterday on 89.1 was WUFT Gainesville, here on the fringe of downtown St. Pete, WSMR was receivable both yesterday and today, but just barely and the signal was not strong enough most of the day to trigger the stereo pilot light on the car radio or my Sangean radio indoors.

Late this afternoon, the signal increased to what has been the usual level for the last few weeks; but I'm noticing a hum in the audio chain, so there are still problems.

Nobody anwered my question. One night about three weeks ago theyt came in so strong in Brandon and north that the seek button on the car radio stopped at 89.1. Where they trying full power?

Unless the evening it was coming in with a strong signal in Brandon and points north was the 4th of January; I suspect it was tropo (atmostpheric conditions) and that usually does happen on the colder nights when the state is under a high pressure system. (i.e. Tuesday night, I was receiving the Buzz 103.1 Indiantown/WPB as strong as a local, strong enough to light up the stereo pilot light and even strong enough to activate the RDS - on my radio, it takes a slightly stronger signal to activate the RDS than it does the stereo pilot light).

the 4th of January is the only date I'm aware of the WSMR was on full power and I don't know how long that was before the recurring interference issues with Rescue 21 came to light.

WUSF and WSMR both on the air and their websites are very frugal about giving out information on the station's signa and their progress....... now if you want to know the progress of the new performance studio in Sarasota; the website offers new pictures of that at least once a week, but for the signal and antenna issues the latest blog in the website is dated 22 December 2010 and both stations run a recorded loop from Joanne U, indicating that all problems should be resolved in several weeks........ but that same recorded loop has been running for nearly 2 weeks.

Maybe because 103.9 was licensed to repeat WSMR, nor WUSF-FM2 -- apparently by switching sources, they may be afraid of running afoul with the law.

Though on the other hand, religious broadcasters do it all the time -- they say they are licensed as a repeater of one station (usually an educational, non-religious station), only to repeat another station (usually a religious or commercial station).

According to 74.1284(b) the operator of a translator must obtain permission of the station being relayed & must notify the FCC of the identity of that station. It doesn't say anything about needing *permission* from the FCC.

IOW, the way I read it, as long as W280DW-103.9 has permission from WUSF to relay WUSF-HD2, all they have to do is send notification of that fact to the FCC, and they can begin legally relaying the -HD2 signal immediately. They don't have to wait for any kind of approval from Washington. Since the translator is now owned by USF I think you can assume that permission would be granted, and promptly!
 
A cold morning and we heard some bay area stations while driving around western Broward County today including WSMR and WUSF (analog and fighting with WKCP).

Conversely, this past Saturday morning (the 12th) I was about 55 miles n.n.e. of Tampa and between 8 and 830 in the morning, WKCP was coming in under WUSF at 89.7.

From Saturday's Bradenton Herald (in an article about WSMR's performance studio being completed and having an open house) there is the mention of the ongoing engineering problems:

The classical music station is currently running on low-signal strength as it has been since November due to transmission problems. To get 89.1 FM on full power, WUSF ordered a new antenna, upgraded its transmitter and is currently having new equipment installed at the tower.

“We’ve had a crew out all week doing the last piece of work,” said JoAnn Urofsky, general manager of WUSF Public Media.

On Feb. 15, Urofsky said, the U.S. Coast Guard is scheduled to come in and install a special filter that is expected to help remedy interferences with its antennae and improve its signal strength. The filter is estimated to cost between $17,300 and $25,000.

Also mentions that Joann Urofsky "presumes" this will be the fix, but with Murphy's Law playing part in every other cure, I'm not sure why she is assuming this will be the final fix, but I hope she's right.

'KCP is about 45 miles SSW of me and as I drove along the north side of a large steel structure, 'USF was solid until I passed it completely.
 
It's coming in tonight like a Tampa local. The scan actually stops on 89.1 in the GARAGE ::)
 
89.1 is coming in on all my radios for the first time tonight..Not bad considering the signal is 40 miles away....
 
We were driving through Palm Beach County earlier and were reminded how good HD radio can sound. WXEL-2 runs Classical 24, 24/7, as do stations in Orlando, Gainesville, and Jax. Buy a receiver, listen to WUSF-2, and WSMR will become a non-issue for you. It is bright (brite?), crisp, and you will hear every glitch on the recordings. I loath commercial broadcasters who feel they have to process HD-1's to sound anal og.
