89.9 pirate in Tifton?

Anyone know more? Passing up to TN/NC as well as on the return last month, I had a Mexican format Spanish, audible a few miles N/S of Tifton (peaking around Tifton exists proper) on I-75.
 
More than likely skip,temp inversion.I picked up several FMs from Wisconsin in that same geographical area several weeks back.
 
No, not e-skip or tropo. Heard twice about 5 days apart peaking in Tifton area both times, with only the Troy State, AL station present outside the area. "Brisas del ???" (Breezes of...) slogan. You have a pirate in the area, just not sure the exact location.
