When I moved to West Sacramento in April or May 2014, I heard like Information Repeating in the Daytime

I don't know where it came from

Is it still on air now, or Off cause of KSAC

It was fun listening too it
 
890 is KSAC. The map at FCCdata.org indicates that its primary coverage would preclude anything else from being heard in West Sac.

In early 2014, the calls were KDPP (under the CP) and changed to KMJE in August of that year when it officially signed on, simulcasting KMJE-FM/92.1 (now KVMX-FM).

My best guess is that what you heard was test transmissions under the CP.
