890khz at Cabrillo Monument-a pirate?

The 10 watt TIS on Point Loma has had no audio for quite a while, just a carrier: and apparently NO FCC license. It used to be in the FCC
database along with the other S.D. area sites. Just an oversight, or is it a "wilfull and repeated" violation..?
Please post any info and/or link you may have about this one.

I believe they are now operated and licensed by the Department of Transportation.
