They're licensed to Harford Community College. It's part of a radio training program. It's professionally managed and somewhat mirrors an old style professionally staffed public radio station - mixed format of classical in the morning, AAA in the afternoon, Jazz at night, new age overnight. News shows that you'd typically hear on a public station at noon like Parent's Journal.

1100 watts that barely get to Baltimore.
